Does the government (US, UN, NASA, anywhere) have an extra terrestrial contact procedure?

Has anyone ever seen rules for contact with extra terrestrials? Not that we would ever need to use it, but it brings up a bigger question. If we have such rules, would it not be logical that higher life forms would have even more rules?
So I propose the following possibilities.
1. We are alone as an intelligent species in the universe.
2. There is extra terrestrial intelligent life in the universe and we are unaware of each other.
3. There is extra terrestrial life and they are aware/have vistited of us, but the ET’s choose to remain hidden from the world public as much as possible.
4. There is extra terrestrial life and they are aware/have visited of us. We are aware of them, but our leaders choose to keep the ET’s hidden from the world public. Maybe our leaders are even in contact with them.
Personally, I vote for #2 or #3.
For the record, I think most UFO sightings can be explained or are untrue/mistakes. I do not totally discount this, I am just very skeptical.
I tried very hard to keep this as scientific as possible.
My rules would consist of making contact, then throwing a huge party for them. The biggest ever.

Great question and well phrased! It is refreshing to have the question of do UFO’s exist put into another context.
I vote for 2 but with reservations! I would probably add the words "that may have existed at some time".
As for any official policy on E.T.’s I would have it as a guess, and a guess only that it would be written in some "what if" clause in some fashion in a secure or secret file. However, this all stuff that movie scripts and plots are based on so I could be way off the mark!
EDIT: by throwing them a huge party could be part of some intergalactic law that your are breaking, and could cause an invasion by some intergalactic police force. Now that would be an interesting line of interrogation! That is one road I don’t you would want to go down my friend.
I think a simple "greetings – we are peaceful" will do to begin with

You sound like a pretty intelligent guy so I will share this with you:
In the book, "Man and His Symbols," by Carl Jung, states, "UFO’s are a projection of a psychic content that has been symbolized by the circle… The circle symbolizes wholeness.
He also states, "…it is an attempt by the unconscious collective psyche to heal the split in our apocalyptic age by means of the symbol of the circle."

The only thing I actually know on this is:
The USA is the only country in the world with an alien defence plan in which over $1 Billion dollars has been invested.
